Well i would love to help you but you haven't uploaded any wallpapers for any of us to comment on. But if you mean what blue-green said then a good tutorial site is this.
Hmm, well to start making a wallpaper or any image, you will need a software.

First off i think its too much of a cut and paste routine in our wallpaper. What i really think you should do is integrate both pictures you have of rei into one whole wallpaper. It seems like its just 2 pictures put together with a title. Not much of appealing wallpaper. But once you do that i'm hoping to see its completion. Good luck! oh also you might want to have a look at a good tutorial site i found which might help you improve your wallpaper. Here is the LINK.
