Whoa..that's a really low-quality scan..is that a screencap?
I don't really know much about cleaning scans aside from those blurring techniques..maybe the best way to clean this is by vectoring..you can check out some tutorials in the web..or wait for more people to comment..
I'm a rookie myself..so I don't know much..sorry..^^'

Yeah, since its a screen shot I suggest too that you vector it. I don't know much about cleaning either but its either you re-cg it or vector because I think thats the only way its going to work for a wallpaper.

Hehe I'm new at wallpapers too... This image is really low quality, and I don't think it will fit good on a wallpaper. Maybe you should try out some other pics. This is really hard to clean.. xD
Vectoring is a recreate (mostly tracing) of the image to give it a better quality. take a look at vectorness group. they have some tut that might be of help.

Like Aruto said i think you should vector it. In photoshop there is this pen tool that you can use to vector it although this isn't the most perfect way to do it. Some people say illustrator works best if you want to be perfect. Check out the tutorials over the net there are plenty out there! Good Luck

Okay, I like the pic, but as has been said the quality sucks... I'm reasonably new here myself so I'm not perfect at this vector thing, but here is a really good step by step tutorial. if you have photoshop anyway, that is what I use so I don't know how accurate the directions are in any other programs. but anyway, you should be fine.

now in this tutorial it talks about using the alt key to change the line (you'll know what I'm talking about), but I found it easier personally to just make a new point each time the line curves, but you have to be careful if you do this because you can come out with a jagged line instead of a curving one. Just play around with it, what I did was get a simple pic and try vectoring that, but your pic is probably okay to play around with. are you going to try doing the bg too?
