I think the scan is too pixellated. You need either to re-vector it, or get a higher quality scan so that it looks much better. You need to smooth out the lines on the character because it looks really bad like that.

I like how you made the pink (chrome?) ball with the reflection. It's a good concept although I'm not particularly that fond of pink myself. >.< The text however, looks a bit too plain for my taste. The background needs a little bit of work since it seems a tad plain too.

Not a bad idea though, I kind of like how she's holding the phone.

Yeah the scan (image) is to pixilated.
The backround is a little plain as well. Try adding some brushes found on DA or someting to the wall.
Also maybe look for a new picture of Rukia.

The scan is pretty poor quality. Those jaggy lines are really a BIG problem.
The reflect on the ball is not on a mirror view and it should.
The font looks pretty nice but correct the text : "Just waiting for your call"... And you can also probably use a shadow or so to mark the difference between the pink background and the pink letters...
The colour of her boots is not really dark enough for me... But your wall is pretty pale so it can be ok like that.
The reflect of the boot looks pretty bad.. I wouldn't go for it...

The background is way too simple... add some texture or so...
The end of your sign is a bit cut...

I like the glowing in her eyes but can't you make it a bit smaller? Cause she doesn't look really sad or waiting like that...
