Rejected + Fined... Can you tell me why please?

Hello everyone!
It's the second time i've a wallpaper rejected, and I really wonder why this time... Plus it's not that I really care about the papers but the fine for someone who spent time on a wall is not really appealing to upload more of your work (especially when it's only an automatic answer without an explanation).
So i'm open for criticism and so on coming from you guys! Thanks by advance! ^^

Well, your wallpaper looks very nice, I love the background, but... the stock image of Sanji that you used is too blurry and it seems to have been extracted badly; I suggest finding a better-quality stock to use in the future. Also, the white text across his chest really looks out of place there... If you fix the quality of the stock image, then I don't think you should have any more problems ;)

The image of that guy doesn't blend really well with the rest of the image, just seems pasted on the image.
That's why you should PM the gallery mod back. i don't know how often it works but sometimes, by correspondence, rejection can result in a learning progress. anyway, about your wall, i'm thinking the response said it was not good enough quality-wise? the scan is low quality and that's a huge no-no for anything you want to submit to AP. as well, if you look at the black arrow in the lower middle part of the wall, its tip is cut off, its edges are rather jaggy, and it looks blurry. stuff like that, unfortunately for you, is the typical grounds for rejection.
(gosh......doesn't need to be that hard......that's why I moved to Deviantart...)

I like the background but like the others said the text on his chest looks kind awkward...maybe if you offset it a little in either direction and possibly jazzed up the text itself it would look better..the character is a low quality looking image, as you can see some artifacts on it...try to find some hi-res scans to work with...good luck

In fact in kwew the scan was not high Quality, but after searching for a while, it's the only one I found. Guess I shouldn't have tried! Anyway, I take good care of your advices and might try with another scan.
