Much better than before...the pic of "IS' name is too striking and the white thing around the char...is not suitable to put there...

I say that if you totaly extract the girl in the front without the dots it would look a lot better... because you background has enough dots...
I think the white dotted border around the girl is unnecessary, and the "IS" sign is a little blurry to me. But I do like the rest of the background, it looks nice.
So...remove the white thing behind the char...so just leave it blank yea? i thought i'd be too boring if i just leave it blank.
and...perhaps shrinking the "IS" text would help? or any suggestions?

Try redoing the text effects. They seem low resoulution to me. Good improvements though.
Dont shrink the "IS" text...the size is ok...but change the color and low resolution like stullz told ya...
So er...change the color of the text effect..redo the text effect...remove white background behind char...
