Is really nice, i like the colours. mmm i feel a bit empty the bg on the right-side, but it's only my opinnion (i rarely like clean walls :P) good job ;)

I really dont know what's going on.
-the bg is really confusing and doesnt make any sense in relation to Lacus
-Lacus is really bright and looks somewhat poor quality
-the text is nice and all, but again it doesnt match the feel of the wall
-i'm guessing that the bg is some kind of train station? if it is the proportions of the station and the size of lacus are off

Well it a subway station...and I just added different shades of pink and stuff

Hmm... rethink the background, rethink about the main character...

Its kinda hard to do her IMO... due to her pose...

What suits her in that pose and clothing is settings of a well drawn scenery most probably a park / carnival, cos if some one behaves the way she did and wears clothes the way she did is most likely a happy occasion outdoor in rather chilly weather.

Find her in other pose, maybe then its more manageable...

Sorry... i dont mean to be mean or anything... just being bluntly honest...

I'm guessing you used a stock photo (or a sketch) and used a bunch of filters for the station to look like this. If you just made the photo look cartoon-y and more pink, the background would look a lot better. Looking at your other wallpapers, I think you could do something much more stylish than an overfiltered stock photo. :)
