Also on the actual wallpaper itself I think it's terrible. Bringing the art styles and just collaging them is a job that can be done by anyone. You need to make one art style/coloring scheme consistent throughout the wallpaper. the purple background was also a bad choice in colors, and throwing in the dull, ctrl-ved words from Microsoft Office doesn't help it's case either.

Yea it won't be accepted, taking multiple version of a single character and putting them on a not matching background (I mean the style), adding a amateur looking big black font, and the whole thing in a such low resolution...

So train yourself a little bit, before you submit something.
Also take your time on the wallpapers. For a good wallpaper you need a lot of time.

Indeed...not lookin at the size, the walls fails overall.
Not only too simple, but the quality of the used stocks is low and....meh. Sorry man but this is bad allover >.<

You should check out the ones that are uploaded here already, and the better pictures you'll watch, the better ideas of how things work out, you'll get... also it is wise to check out the AP guide, 'cause otherwise you'll end up losing many-many papers (as I did today for something reasonably, haha, it hurts badly).

Anyway, things to look out for when making one: resolution, quality, size, concept, style, colors... It's best to know the capabilities of the program(s) you use, so you can take the maximum of what it offers (one who wants to make such things cannot live without photoshop or Gimp or similar programs - and they work only, of course, in case you have learned to know how to properly use them).

I think, as long as you have the interest in making one or anything that'd be something really cool, you could do it - just must have a critical view over your own things and one thing you must do, too, is comparing your wallpaper with the "professional" ones, to get a glue, as I said, to know how things work out...
