The resolution (800x600) doesn't meet the minimum requirement and I see no signature.
The second line of the text doesn't feel right there. Why is that black stripe there? What's that big blue thingy he's crouching on?

sorry, but since the artwork is made by someone else- in this case, messa of deviantArt, it's not acceptable on AP. The Original Anime Art category is only for art you made yourself, I'm afraid. If you want to upload it on other sites, you will have to ask messa herself for permission.

well, that aside, critique on the wall itself...
character extraction is a little jaggy, the white edges can be seen, the water is a bit too realistic and the filter effect doesn't really match. It's a good concept though, sitting on the iceberg.

it's pretty similar to messa's drawing, but from a recognized category :)

It is acceptable if You can get permission from messa.

FAQ

Submissions to the "Original Anime Art" category need to fit the intended scope of the category. The category is ONLY for "anime-styled" drawings done by the waller, or by a close friend that you then made into a wall. They MUST be original characters and can not be fan art nor doujinshi. Again, this is for ANIME STYLED ARTWORK ONLY.

AP is really quite strict about this, I think (haven't tested how 'close' is defined). Better safe than sorry.
