I submitted this scan last week but it was rejected.

Usable image is already in the gallery.

It’s not a duplicate, so there shouldn’t be a problem. Who cares if there’s already a “usable” image on the gallery? Let wallpaper makers decide which is more usable. The rules specify that the same scan should not be submitted, and since they’re clearly not the same, there’s no legitimate grounds to reject his scans, bar quality issues. Furthermore, I’ve found at least two duplicates on the DBZ gallery, and several images way more closer to resembling scans already submitted than this dude, and the “usable” DN images, so this makes the reasons behind the rejections even more flimsy.
