Your question is about vector right? Vector is one of some ways to get a better quality picture. In other words, we copy a picture to get a better one. I use adobe on editing pitures, that's why I'll tell you some points of vectoring on adobe.

Fisrt of all, you should pick a picture. then starst using pen tool and convert point tool plus filling it. It could be hard at the first try, but never give up on doing it. For more information, I believe you can find the vecor tutorial by searching it via google or yahoo. Just to remind you, some tutorial sare good & the other are bad. So, be more selective on picking it. Oh, there are some groups here that might help you to solve the vectoring problem & any other walling problem. Why don't you check them out? Hey, wow, you have been registered for a while XD
There are various ways of contributing, like participating in forum discussions, commenting/critiquing wallpapers, submitting scans and wallpapers. You can take up wallpaper making if that's what you're interested in. There are various groups that list resources that you can use as a starting point. You can also submit scans if you have artbooks/things you can scan. Anime screencaps are definitely not going to make it to the scan gallery unless you vector/recg those.
