First thing first, try using another image hosting site such as imageshack.us which do not resizes your image. because if your image is too small, it will be hard for other people to see your work. :)

As far as I can see, and as I know, the big image of the character usually is not really necessary or can even make your wallpaper looks boring. I believe you are aiming for making a abstract wallpaper, no? most of the time, using outer glow in this kind of wallpaper does not help you, but as for this wallpaper, it is not clearly seen, so I can't really tell how does the outer glow works.

seeing as it is now, I'm suggesting for you to remove the big image of the character, then remove the outer glow on the smaller character. And for the text... well, each person has his own taste, so I can't really give some suggestion. but if it were me, I will make digital background (you know, digital effects) and make the text on the right bottom.

Exactly, I think from a 640x480 image cannot show much from your work.
Btw, Photobucket has a "1MB" option , which means you can upolad image in any size as long it fits to the size 1MB.
And that should be enough.
For example a 1600x1200, with a quality setting of 10 in Photoshop is arround 500-700 kb.
