I think it's a cheap rip-off of a Japanese idea... I don't want to go into details (many kids in these forums by the way) but it involved a blue-tooth enabled device that would vibrate depending on what was written in SMS messages the phone received.
If you want crazy, there's a CNN report about a school in mane that is hading out birth control pills to girls aged between 11 and 13 years old. Thats crazy.
