Ya know, you just created a topic on exactly what i wanted to know about. THANK YOU SO MUCH!
Unfortunately like you i have no experience in being a waller. I cant clean scans with any efficiency. Nor can i CG to create completely custom walls. So if you feel inferior in anyway to the master wallers here on this site, FEAR NOT for there have to be several people (including myself) that have not the slightest idea on how to create walls.
Yay...walls...completely inept at creating them

This question has been asked countless times AND is in the wrong section of the forum. Browse around Session Zero and look at the Tutorial sticky pink-sakura made.
Heya CrashanQwazil and Hihenkihen :).
I'm not a pro myself, but I'll give you two some tips ;)
Tip 1: Read many many many many PS(Photoshop) Tutorials.
Tip 2: Patience.. If your wallpaper didn't turn the way you would it like to have, then overthink the concept and make yourself notes on which parts you could improve your wallpaper! And always remember that patience is the key to victory.
Tip 3: Practice often and try to find your own technique on how to create your wallpapers.
Tip 4: As you improve in GFX, you'll also get a color feel, which means that you know what color fits together with blue, for example.
Tip 5: Don't force yourself to create wallpapers. After your wallpaper got accepted, relax and take a break till you got an awesome idea for your next wallpaper :).
Tip 6: Cleaning a scan costs you many hours and is not that easy as you think. I for myself only clean a scan if the scan was not already rendered by someone or if theres no render availabe.
Tip 7: Last but not least: start your winamp, turn in a good song and start designing. You'll wonder how fast the time passes. I usally listen to "Dragonforce - My Spirit Will Go On" (awesome song if you're designing! give it a try :) )
I'm now working with PS since 2 years and I'm still learning!
Hope those tips could help everyone ;).
So long

Thanks veggfx one more thing is everything done with photoshop or do you get your black and white turtle neck sweter and start drawing and painting?
I just need a program to get me started. I'm starting to get pretty good with Raster Image Painting, but I have to use a school computer if I want to use that. I doubt that they'd approve of me using it to make anime wallpapers.
If you have acess to a scanner, you can choose to do either. It's really up to you on how you want it to look. If you want to add a "happy little bush" here and there, than go for it. If you think that would be a pain, just use the computer.

This is in the wrong thread. Ask around in the Session Zero thread. See:
Brainstorming and Tutorial board. Get inspiration and post your works in progress.
You can ask members for help as well.
I think the best way is to read lots of tutorials though. You can find these all over the net. And I think that chosing a program and getting to know it really well instead of using several different ones will help too.
