Suggestion: Limiting quotes

I was just wondering if a limit for quoting could be put into action. For instance a limit on the number of characters that can be quoted, or a limit on the number of quotes that can be in one post.
I've seen a few people around the site that quote what other people before them say just to extend their post and earn more papers. It is usually the same people too.
This is not only abusing the system, but can also get quite annoying as it stretches out the thread. It is especially irritating when person A quotes person B who quoted person C. This just results in a quote in a quote in a quote with a single sentence at the end.

There are also posts where person A posted a perfectly good message, that's rather long. And person B only refers to one line in the entire message, but quotes the entire message.

It's even better if person B doesn't refer to anything specific in that post at all.
This is not only abusing the system, but also rendering the point of quoting useless. What's the point in quoting the entire message just to agree with one sentence? And we're not even told which point it is.

Limiting the quotes might be useful, but v4 in future (when the other more important issues will be solved and polished) should include a feature that will make it so that no actual papers are given by quoting.

That is quite a relief to hear because I've seen people gander lots of papers by quoting long-ass topics in the forums and then only giving a one-liner reply. And it's really irksome because of how frequently these people seem to use this method to, in my opiniong, unfairly get papers.

Though quotes will earn no papers in the future, people who abuse quotes will still get a warning and a ban if they continue doing so. It is such an annoyance having to scroll pass one person's post just because he/she decided to quote everybody in sight.
I have no problem when people use quotes for actual discussion and replying to someone's post in a paragraph or so. I do have a problem when people quote posts just to say "I agree" without stating why. It is pointless.
I already banned a few who abuse the quotes.

Just a question in regards to this...if/when in future this does occur if you quote only one line (for example) from somones elses response does that mean no paper will be given at all?
what im trying to say is if you quote someone will that automatically not allow you to receive papers for your response...or will it matter on the size of the quote?

I also think that if you are to quote, it'd be better if you are to quote something that is not right before your post. it will look redundant... will just look like this:
Guy A: i say yes
Guy B: *quotes* "i say yes" me too!
will look stupid unlike something posted in this manner:
Guy A: i say yes
Guy B: me too!
wouldn't it look more orderly that way?

but if you are to ask: what if after hitting submit, another post got ahead of me?
my answer: copy all your post's text, hit refresh, if nothing appears right after the intended statement to reply, hit paste and submit immediately. otherwise, paste your text and quote the statement you intend to reply to. =)
