What anime has the best fashionable characters?
BECK and it's female counterpart Paradise Kiss has pretty high fashion sense. The latter is a no-brainer since the show IS about fashion. NANA (which is by the same author) has pretty wicked fashion tastes. Samurai Champloo scores in the style/feel-category.
For some reason, I like what Misa wears in Death Note, but I don't think I'd go as far as wearing them. And like what most people are saying Paradise Kiss

I agree Misa-Misa's style is really great. Its like a cross between goth-loli and punk-loli. Believe it or not people (well in japan anyway) dress up like that. I just wish the rest of the world wasn't so damn conservative about clothing and fashion.

Yeh Utawarerumono had alot of different clothes, all had the same sort of style but huge variety of characters each with there own original outfits.
Yes, I would say that fashion would go hands down to Ai Yazawa anime and mangas. Although most shounen series set in the future (also past) have nice costumes, though not always entirely fashionable (think Jyu Oh Sei :D)

I'll have to agree with Bleach. Sometimes it seems like Kubo's wanted to be a fashion designer or something.
Also Clamp has some interesting outfits. I'll say Tsubasa Chronicle if you want a specific, but really, most Clamps series have some awesome outfits (and artwork).

Code Geass! They have those britiania clothes! and Japanese, so the best of two!
Personally... I like Grave's style in Gungrave: Overdose. The costume style is just extremely cool looking to me.
The trench coat Grave wears in the Gungrave anime was also quite good, I like the hat a fair amount as well but the costume that features an extremely large upper half of his pants was not as attractive to me. Personally I just didn't like that costume design too much.
I also liked Squall's costume from FF8 as well as Kingdom Hearts. (Not really an anime though)
The pilot suits of Gundam Seed were also somewhat cool, the Zaft officer uniform was rather interesting.

I think Cardcaptor Sakura has the best fashionable characters, or at least character ^_^. I absolutely love all of Sakura's outfits ^_^. I even had one of her dresses made since I liked it so much ^_^. Tomoyo is a good designer, so I like all of the outfits she makes ^_^.
My favourite clothes would be from the series "Spiral: Suiri No Kizuna"...they wear normal clothes like we do, but they are quite fashionable all the same...>.<
