Okay, I first need to provide some notes:
This scan is not really in a fully useable form as it is. You'll notice that while her upper body is slightly textured, her skirt is a clean vector. While this looks glaringly ugly, once you shrink it down to wall size, do the gaussian blur/noise median thing, and maybe add a texture or two, it's hardly noticable.

Also, I'd really appreciate it if somebody has the energy to vector this =P
I'd probably do it myself sometime, but...ugh...
