At first glance, the background looks really good, something that suits Lelouch well. On a second glance, it seems a bit off, though it's hard to explain why. Maybe it's a bit crowded. If the buildings are ruins, the remnants of his war against the world, they could be indeed ruins, which would create a more desolate scenery, which could reflect his true character. Someone who'd kill anyone and everyone who stands in the way of his hatred.

But, the character on this picture wouldn't suit a background like that, because he seems pretty normal here, the lighting effects are top-notch, so it's a very good work. He fits the background as much as he can.

These are my impressions. A very good wallpaper, where only one thing is off, which is not even an easy one to grasp. You did a good job nonetheless.
