Well,I took a stock photo and made it like an anime by playing with the filter,And I downloaded some new brushes and used them with for the lighting or something kinda like a breeze. I used the dots as well,And I played with their blending.
About the scan : I extracted it and I used the burn tool for shining the eyes..After all I added some textures and the font.
