I think it's a nice wallpaper of Sasuke and Naruto. However - while I don't see the problem others see (about those jagged lines), I think that the background is just too much "separated" from the foreground. I am not sure how, but I'd have tried to bring the fore- and background more together - maybe create rain "lines" which go from one to another.
Another problem is that the lines of rain are equally thick (within each one of them and compared to one another). It probably would have been better if you were to make them of different size - and different opacity-level at it. This way the effect of tears or rain (or rain drops) surely would be better.

Nevertheless it's still a good wallpaper - even though it bothers me a bit that they are kinda centimeters away from a "kiss" (*hates yaoi and all yaoi-related stuff*).

Keep it up :).
