The background is very cool; I think the text looks great. :) Love all the different patterns and textures on the background too. I think it would look better if there were less on the character though, since he kind of blends in to the background too much. It might look better if he stood out more. :)

The vector is nice too. As for the maker, maybe try checking the Naruto scan gallery and see if you can find the name of the person who made it? I'm sure they'd appreciate it. :)

I agree with Pinao, the background looks a little too "busy". You can try to mask the background as part as his costume and have a black to red gradient background and see how that looks.
