I like it :). Though it could use less blur (and less softening) in my opinion. I also don't really like the motion blur filter on the text. Other than that: nice coloring, excellent gloomy feeling you give to the viewer, clean vector, nice background.

Maybe you could add some more drops on her or somehow show that the rain caught her pretty well by now - and thus blend the character better with the background.
