This wallpaper start playing with the photoshop.
I modified the hue of the image on a tone but shadowy , too highlighted the hue of the eyes ,
and neatness her expensive of the lassie , on this account she stayed "gritty " at the lighten her image.
and lots of out-of-focus , in order to develop other style.

forgivable for my english...T.T

This looks really sweet. You really need to design in resolutions greater than 1024 x 768 from now on, though. Most people have moved on to design in 1600 x 1200. Still, from what I can see, it looks really cool and the effects are great.

The hue adjustment is nice. It makes a very natural palette for being submerged deep underwater. The grit is there but I like how it enhances the dynamic of the design around her, and makes something that could be construed as pixilated into a highlight that envelopes her. I really need to learn how to talk about art, huh? In all I'm glad you took the scan the way you did, but please do you art in a larger res!

erm... if only you had engulfed her into the ... render a bit more. and.. have a bit more of a design element in it, it'll be perfect!

THe background is very nice, the blue, and the black colors are mixing together very nicely. The effects around the character makes it even better. The light from above onto her is a very good idea, she can be seen well. Her skin is a bit strange, though, it looks like it's somewhere between grey, and ivory white. Anyway, it's a nice wallpaper.
