While there are a few, stray building angles and shadows, you find that your eye forgives the minor details and instead focuses on the overall scene that is larger than life, with lights trailing off into infinity.
Haha in MS Paint? :) No way! It must have been Illustrator - and the vector work is extremly clean and therefore surely worth a closer look. I often tend to see wallpapers with lots of effects. But honestly - I do respect the people who use effects, where they are appropriate. But in other cases simplicity often is the better choice - and the effects only tend to hide the artists unability (sorry here - but there are really wallpapers that have lots of effects - though they would need (imo) one or two effects at its most).
Therefore: great work! I love it :)
I like the simpleness of it. The pink blush ovals on her face are so cute. They're not overdone either. The eyes are simple in the sense that there's not too many distractions. The look is unforgettable! :)

Very nice vector, you've got some great 'paint' skills there, very clean and impressive. It's been mentioned before, but I would tend to agree that the proportions of the background and the character are a little off. I also think that maybe a less cluttered background would draw more attention to the brillaint work you've done on the character. At the moment my eye doesn't know where to focus and bounces all over the image. Still, great job!
