Just to add to what the others said, I noticed you wrote "Hyuga Neji" (his full name) and then "Shikamaru" (only his first name). I don't know if you did this for a reason or not but it would probably be better, in my opinion, to change it to either "Hyuga Neji" and "Nara Shikamaru" or "Neji" and "Shikamaru".
The background is kind of plain and the text could use some work but the concept is cute!

This could not have had more than 5 layers seriously... And if it did, you used one too many... You basically slapped stocks, default brushings, a scan and text. You need to work on the wall's total composition. A helpful hint would NOT to make a wall with clouds and photoshop grass when you're working with chibis... They're cute. Make everything else cute. Giant vectored everything!

I think its definetely an improvement. The cloud background matches the scan a lot better, and the text also looks better (plus you fixed the names). Although I think the text should be a little bit more to the right, although thats just me being picky!
To make it even better you could use some different grass brushes there and maybe some blowing leaves or something to spruce up the background a bit (although you did add the birds).
And anyways I dont even know what Im talking about because Im not that good! Good work though!
