This wallpaper captures the urban essence that proliferated the art of Ghost in the Shell in every incarnation of the series. Phill does an amazing job of capturing a moment of surrealism.
While there are a few, stray building angles and shadows, you find that your eye forgives the minor details and instead focuses on the overall scene that is larger than life, with lights trailing off into infinity.

ps:
i have followed the advice of zodicus and worked over my wallpaper on some areas.
first i have cleaned the big star in the front, because it really was very pixelated.
also i have changed the font of the text under "Galaxy Star" and made it a bit smaller.
and finally i have tried to give a glassy shine to the big star.
hope my wallpaper looks better this way.

I actually like this. I have no complaints. I dont know the anime but hey im here to critique the art not the anime right. All in all it seems good to go. i only have two complaints with it. Upon full view inspection i notice that the star brush you used for the one in her hand seems to have been raised quite a bit to get it to that size, because it is very pixelated...so i would try to clean the edges of that star up and maybe give it a glass effect. It might look nice with a glassy shine on it :) Secondly the text that says galaxy star is awsome...(i would like to have that font if you could tell me where ya got it)...but the text under it, i believe thats comic sans correct? I doesn't fit the elegance of your piece. So i would change that and maybe use a nice script font for it. Everything else seems tip top. Colors are nice, the scan's edges are nice. Besides for those 2 flaws i would submit this.
