Well the vector is simply lovely, I have nothing bad to say about that. Everything else is where I'm seeing problems. The background is very plain, and I'm pretty sure it's just a gradient and some brushes. The text is also very plain. I suggest a more elegant or girly font to use, and tone down the studs/beads/whatever they are. Sorry if I sound harsh, but this wallpaper is far from done, and I'm just trying to help you out.

I think the scan is very lovely, And also the bg is pretty and girly and stylish.. I'm not so sure about the font... I think you should try out some other fonts. Good luck!

Hmm I'll try to look for a font in that case that would look better for you. And as far as tutorials, I believe the best way to improve is to naturally improve, as certain types of graphics that have tutorials (wallpapers, sigs, etc.) teach you ONE way, and if you learn how to do something yourself, you can usually find many techniques that are unique. Many sigs are very similar as they all follow the same techniques, which lowers the value of them. You can try to find some tutorials on Google or whatever, but as far as reading up on anything, I think even art books or lessons in general help for graphics. A lot of basic art concepts can be applied to just about any type of art.
Ok here are a few fonts I found that would work well with the "Your Name in Lights" theme, and I'll tell you what you might want to do with the wallpaper if you used it.
Fortuna Dot - Go with a "spotlight" theme on the character, but avoid built in filters. Maybe use a city style background.
Pornstar - You could probably go anywhere with this font.
Lemur Light - Go with an "elegant yet famous" theme and use maybe a natural background... maybe something like a garden.
Just suggestions, feel free to do whatever you want =)

I think the colours that you used are coherent.
The background shows off to adventage the character.
Maybe you could add more textures, but I like the simplicity.
