This wallpaper captures the urban essence that proliferated the art of Ghost in the Shell in every incarnation of the series. Phill does an amazing job of capturing a moment of surrealism.
While there are a few, stray building angles and shadows, you find that your eye forgives the minor details and instead focuses on the overall scene that is larger than life, with lights trailing off into infinity.
I like the paper but the color of the person needs to be a little darker and he yellow tint around the sword needs to go. The colors in the background and of the character need to match a little better.
Artistically speaking, this wallpaper looks really nice. However, here are a few things that might improve it even more IMO:
- Try removing the white glow around Saber, it seems pointless to have it when only a portion of it is visible.
- The patterns around the word 'Excalibur Fate Stay Night' is very artistic, however it looks messy, perhaps using better brushes might solve the prob. Also try to make it look cleaner. The patterns near Saber may need to be redone also, they look plain.
- You could try using a different font for the text that matches the wallpaper.
That is all. This looks like a promising wallpaper, but it still needs some work.
Very nice design, definitely a good wallpaper (great work on making it).
My only advice I can think if is that what you have in the background is sometime much darker than the image of Saber, which I think doesn't look quite right sense Saber is in the foreground. I'd suggest toning the darker elements back and making them lighter. Also perhaps muting the instances of color in the background as well.

I think it's ok, but I agree on removing the yellow glow. Also, if you can, try to vector the character. Not terribly detailed, something more like the silouette with some shadows and lights, adapting the colors, to make it look more according to the style of the wall. Personally, I'd suggest you'd leave the sword and the eyes with details, and the rest more just outline+shadows+lights.
