This wallpaper captures the urban essence that proliferated the art of Ghost in the Shell in every incarnation of the series. Phill does an amazing job of capturing a moment of surrealism.
While there are a few, stray building angles and shadows, you find that your eye forgives the minor details and instead focuses on the overall scene that is larger than life, with lights trailing off into infinity.
I suggest you to rearrange your scans in a symmetrical way. Put it on one main line. And rework the bg. Some vector brushes will do. Don't use gradients, because it didn't feel like fit the whole wall. And add some text on to it. You also missed your signature. That's one important thing you have to put in your wall.

Im agree you must put text on this wallie, try to combine the BG with some shapes.
and the gradient is not bad is just very simple, maybe change the gradient direction so can fit with the vectors (aligned of course).
Use specific positions for each vector.
oh and your signature, try to put it in the opposite corner.

Now, this wallpaper has some potential just needs a bit of thought. Which I have plenty of thought for the both of us. I love the chibi's. I was thinking of doing a wall with the same image's but so far you've beaten me to it. *^^*
I'd say your going to have to make them smaller in size to fit them all into one wall. Which is biggie because there just to adorable to not be noticed.
You could go with a 'space' theme and put everyone on according planets. If you go this way Mercury is going to be so cute sitting on her round world. *^^*heh So, cute.
You could make it more playful and put them in a park with things to sit on. Rest on. Or some other location like that. An amusment park, maybe. Just a thought.
You could go with some sort of paint vibe. With splashes of color here and there with the girl's on shapes. Mercury on a circle or square. Venus standing on a retangle. Something like that.
Or you could go with a 'toy' theme. Like the chibi's are lively toy's on a toy shelf or something.
There are many options to go with if you just put your mind to it. You can stay with something extreamly simple and cute or you can go with something a little more elaborate but still as cute. *^^*heh

Uhm the positions of the characters are too random. And the bg is simple. maybe you can try some cool designs with brushes. And rearrange your characters, the positions of the characters at the moment distract the wall

This looks too much like you just tossed the characters on a random gradient. Perhaps if you made a multicolored gradient, with each of the girls positioned over her signature color?
Background a usual gradient. Sailor soldiers are cut out normally, but placed anyhow. Any taste... To Idea I would leave one Mars and having increased would put it there where Sailor Moon, And a background would make reddish shades... Then still more more less.
