Very very well done! I think you really rendered the chakra quite well. The scan and wallpaper look very clean and seamless. I really like the little bubbles and the ripples they make on the water. The smoke and his reflection in the water are all very nice as well. I like the mood that you set for the image.
My only recommendation is to take the text out completely because it throws of the asymmetry of the wallpaper. If you must have the text I recommend that you place it in the center at the bottom of the image to keep the balance you have going here.
The title is quite apt as Naruto does literally "drown" in power when he uses too much of the Kyuubi's chakra. Within his mind sewer the water rises over his head and his consciousness is subjugated behind the bars of the Kyuubi's cage.
Really nice wall. I like the dark feel of the background, which brings out the glow of the tails and naruto's chakra aura. It looks like there're some minor scaling artifacts on the thin lines in the background, but nothing to really worry about.
