This wallpaper captures the urban essence that proliferated the art of Ghost in the Shell in every incarnation of the series. Phill does an amazing job of capturing a moment of surrealism.
While there are a few, stray building angles and shadows, you find that your eye forgives the minor details and instead focuses on the overall scene that is larger than life, with lights trailing off into infinity.
This is a revision of a previous wall.
I re-ddi the background entirely, still keeping the blue hues. I added in the stripe effet as well.
I also went back and re-vectored the scan of Roy to make the colors more crisp.

Well I'm missing a kinda "relation" from Roy to the bg, youknow? Try out using some brushes and or filtres.
But I like the Idea and color scheme ^^ God job!

As Koharu said, you should brighten Roy a bit, seeing as the background is rather bright, but don't brighten him so much, just a bit so that he matches the background.
Also the brushes below the text look pixelated on the white borders. This you can fix with a touch of the blur tool, don't blur it too much though, just enough so that it looks smooth.
Another thing I noticed is that on the left of Roy in the background, the colors look kinda grainy, maybe that's the effect of the hue you were talking about? If so, in my opinion, it looks bad and I would suggest you to remove it and make the background look nice and clear.
And that's about it. You do that and I then I think you should give it another go to see if it's good enough then :]
The art is very manly design shows emotions of purity and strength
great design but not original the blue rising sun thing
but do keep up the good ideas make more its very manly
remember:
1. colors are always necessary colorless art is near to nothing...
2.effects makes it all look impressive removes the simplicity of it all...
3.the character is the most important thing the character gives emotion to the whole

4.don't over do it...

The inscription certainly interesting, but probably it costs a little not in that place. It is looked somehow not so. It needs to be lowered in a bottom? Try to move a little =)

The background color fit your color Hues, Roy Is pretty good quality
but if you can vector it would be perfect
