This wallpaper captures the urban essence that proliferated the art of Ghost in the Shell in every incarnation of the series. Phill does an amazing job of capturing a moment of surrealism.
While there are a few, stray building angles and shadows, you find that your eye forgives the minor details and instead focuses on the overall scene that is larger than life, with lights trailing off into infinity.
I love the effects colors composition and abstract atmosphere it's just awesome nice textures and I really like the scan nice resolution and paint splatter effect gives it a unique perspective I think you did a amazing job A++ and a fav
The background is looking interesting, with the crackings on the space-like scenery. The character looks a bit strange though, the blue on his clothes and his hair looks a bit strange. He fits to the background though, nice wallpaper.
Good job on blending the stock with the background using those same brushes in the background with an overlay (I think it's an overlay?) effect. That seems to be my problem usually, is that I can never get my stock to work with the background in an appeasing way, but this is definitely an inspiration to try some new ideas out.

I find it interesting how his face looks so kind, gentle, and welcoming, but he is going to pull you into the chaos surrounding him. Fits the anime perfectly, that type of conflict.
Love the texture over the character, and the clean lines on the image. Nice job!
It's exceptional work as everyone else has said. If anything, I would change the water and the sky.
With regard to the water, the ripple looks too calm to merit the splash effect and the firefly effects don't cast a reflection at all. As for the sky, there appears to be cloud cover obscuring the lower right portion of the moon/planet, yet stars are visible through the clouds. This makes it look unnatural.
