This wallpaper captures the urban essence that proliferated the art of Ghost in the Shell in every incarnation of the series. Phill does an amazing job of capturing a moment of surrealism.
While there are a few, stray building angles and shadows, you find that your eye forgives the minor details and instead focuses on the overall scene that is larger than life, with lights trailing off into infinity.
Waah. This was a hard piece of work, but...it was...worth it? I'm really hoping so. I wanted to make a tribute wallpaper to L...from the fated episode 25. I was actually going to have a collage-type wallpaper with multiple shots of him...but that didn't go as planned because I didn't feel like vectoring all of the screenshots! I'm not THAT good yet (only my 4th). So I vectored but one screen shot...my favorite one. Awww, he's so freaking cute...poor L. This is the screenshot that I used...and as you can see, I had to do a lot with it! That was the toughest part! Because I really don't know a thing about shadows and highlights...so his shirt and hair were the hardest for me.
As for the wallpaper, I wanted to keep it fit to the scene...so dark, green, rainy, sad. My dear friend infinity-explorer helped me with how to make "rain", so I think it looks ok! I made it look more like glowing shards of light though...^^; Um, I added glows, blurred things (mainly motion blur)...made clouds...oh, I found an image of a cityscape on google and put that in the background, too, to make it look more like in the episode because he's standing up on the roof!
Then the title. It was the first thing that came to mind. :( Added glows, changed the fonts.
I really don't know what else to say about this because the main effort was placed into the vector! That took about 3 days (7 hours total?) to do, and then with the wallpaper...this took around 9 hours maybe! I'm not sure. I really need to keep track of time better. I'll submit my vector as stand-alone here, too, so you guys can use it if you want. :3 Although...it isn't that great, sorry!! I just had the toughest time with him! But it's all for the LOVE of L, right? Enjoy! I hope you like it! Comments/faves are much appreciated.

He looks kinda sad, matches well with the background.
But I think L's eyes are too down. Wish his eyes were little bit modified.

especially since its such low res and all
it couldve come out a lot worse, not saying its particularly bad, but for shoulder, since it wasnt in the screencap, im assuming you had 2 draw it urself
looks a bit wierd to me, kinda like its naked, ie hes wearing a tanktop or something
but thats just me

I agree with Nakanishi that the drawn-in parts look a little awkward (in particular, his chin looks a bit too long and pointed, to me... sort of more "elfin" than L should look). But it also looks like a lot of work went into it, and it's a nice paper overall. I'd use it. :)

That was such an insanely sad scene... but also one of my favorites.
The vectoring job is very good, especially considering how hard it is to vector wet/transparent things.
I also like how you kept the original green tones.
(And bonus points for using L's "L" font for Life. x3)

As for the wallpaper, I wanted to keep it fit to the scene...so dark, green, rainy, sad. My dear friend infinity-explorer helped me with how to make "rain", so I think it looks ok!
