This wallpaper captures the urban essence that proliferated the art of Ghost in the Shell in every incarnation of the series. Phill does an amazing job of capturing a moment of surrealism.
While there are a few, stray building angles and shadows, you find that your eye forgives the minor details and instead focuses on the overall scene that is larger than life, with lights trailing off into infinity.
Even though I'm not the best person to be criticising, I think the wall needs a background and the word family just doesn't blend into the picture making it look off. Also, the little Haruhi you put on the side doesn't really need to be there. You need to include pictures that match with each other, like the Tamaki is obviously fan art and the rest is actual art. But there's one thing I like and that's the good transparent images. =D
One: The scans you're using are cute and all, but they look a bit grainy (low quality)
What can you do to make them better? Vector them ;D
Two: There's no background :/ It's all plain white, you need a background behind them, and well, judging from your concept, a pink background would go well with "family" concept, or light blue, as for the designs I will leave that to you, with pink you can probably use heart brushes or something, be creative ;D

This is so cute. I really like the scan you used but I'm not very sure about the background. If I were you I would remove the pictures of the back. I would use a photo of a sky instead or a rainbow. Anyway, it's a good start!

-the scan is very good, there is no problem there for me^^
-The background is the only problem, hmmm maybe you should remove the brushes cause they are a little messy.
-Also the images behind doesnt look quite well, i think a one colored background would fit with this, and you can add some brushes (like bars, star shapes or something like that), also you can try with a gray softed background, if you choose another color for the background be careful with the colors of the characters, you mut adapt them to the background you choosed, if you put brushes try to make them from the colors of the charachter, i always use the brushes colors from the character, that makes less problematic to be changing the color of the characters and blends well.
You should try to make the pictures of the hosts a bit similar, it's a great concept, but preferably no text. you can see clearly that the pictures don't belong together, or you should emphasize that fact more (adding shade to one, while making the other extremely soft)
The background looks messy, it has some grainy particles that I don't think will be liked, you'll need to paint the background of one color, without all the grainy things, and then use some brushes but don't overcrowd it.
Since you said you can't vector the scan, then the other way would be to repaint those grainy areas yourself. It'll be difficult but not impossible cause I used to do that before I had Photoshop.
I want to start off by saying I love that you're doing an Ouran wall!
Okay, you want the concept to be family, right? My only issue is, while the scans you've used are of decent quality and all, I think the images don't quite scream family the way you may want them to. Also, this is a minor nitpick, but the fact that everyone is in their school uniform and looking relatively happy except for Kyouya sticks out like a sore thumb for me.
To me, the images feel like they were selected at random and then mashed into a collage. You did lay them out well, but I just think there are better ones you could use for a family wall of the Host Club. The silly chibi images you've used in the background actually feel more natural and family-like than the main scans in the foreground. Again, I think I feel like the foreground scans don't blend all that well together because of Kyouya lol.
As for the background itself, the images are cute, but I think it's a bit busy with that AND the lines/stars. I would suggest taking the extra Tamaki/Haruhi images out and focusing on something that doesn't involve -more- images of the Host Club members.
yay!! ouran!! ok.. on you wallpaper... i suggest that you adjust the size of the characters a bit... remember how things in front tend to look bigger than those at the back? well right now, kyoya and mori who are at the back are bigger than tama and haru... so, i suggest taking honey's face a s the standard size (since he's in front). make hika and kao slightly smaller. and kyoya and mori have to be way smaller. hika and kao's faces should be around the same size as tama and haru...
so from biggest face to smallest: honey, kao, haru, hika, tama, kyoya and mori (same size)
remove the watermark characters in the bg... leave the stars and gliter... give you bg a nice colour and add some brusshes will do...
too many characters look very crowded...
