While there are a few, stray building angles and shadows, you find that your eye forgives the minor details and instead focuses on the overall scene that is larger than life, with lights trailing off into infinity.

Welcome to this site! (I'm also new here)
I like the concept, and the whole picture is formed properly.
But I see you used a real world photo nearly without filtering as background...This is usually dangerous, as 2D illustrations usually blend badly with 3D real world photos, and such combinations should be carried out with extreme caution.
Maybe you can try applying some heavier filtering, or go and check for some illustrated snow backgrounds. Just a personal opinion though(~_~) emoticon

Really nice wall. I really like Naru Nanao's character design. But big minus to the size (1024x768 would have been an ok resolution if it was 8 years earlier), and the fact that you don't have a widescreen version. Such a shame on a wallpaper as good-looking as this :(
