This wallpaper captures the urban essence that proliferated the art of Ghost in the Shell in every incarnation of the series. Phill does an amazing job of capturing a moment of surrealism.
While there are a few, stray building angles and shadows, you find that your eye forgives the minor details and instead focuses on the overall scene that is larger than life, with lights trailing off into infinity.
This took me 3 weeks non-continuously. Screenshot used:

I like the different approach you took with her as you don't see many walls of her in this kind of depiction.
Water and clouds are nice, as well as texts fits in smoothly.

The editing done on C.C. is great. You had a lot of patience doing this. I can see the effort. Vector is done neatly and a bit smoothly, but I have to say that the coloring didn't make C.C. solid. From afar, she fits the wallpaper beautiful, but as I took a closer look, the colors on her doesn't seem to match (Sorry if this is confusing.) The temple looks weird, I have to be honest. But what strikes me here is the awesome cloud background. The brush work is amazing. The moon and the lighting effects are so dazzling as well.
Over all, c.c's change of clothes works.
but the text should blend more with the wallpaper and i can see extra pixels around c.c.'s boots and legs. you should clean that up.

I admire that you were able to draw those new clothes on your own, though the vector and the palace need a bit more detail in my opinion. The clouds are okay, they fit the scene, those sparkle brushes are kind of out of place.
Well, C.C. looks nice! However, are you using photoshop? if yes, you should consider blending the edges of C.C. by using Extract tool of adobe photoshop CS3. furthermore, i can see noticible rough edges on her leg. It is recommended of you to use rescaling methods (Bicubic or the others) when rescaling. It's have been a good picture after all.

I'd love C.C.'s posture, It looks wonderful! She seems sad but beautiful. Especially, her lags are so sexy! She's very attractive. Also, I love the background colors. It matches her feeling very well. Nice chioce.

CC's clothing change is really, really impressive! The colors are nice, and the overall wallpaper feel is a nostalgic night alone. I rather like it. :D
I'm liking the different aspect of C.C. in this wallpaper as well, and really nice job on the clothes. The whole atmosphere is different from most of the Code Geass wallpapers in terms of colors and mood. Good work!
