This wallpaper captures the urban essence that proliferated the art of Ghost in the Shell in every incarnation of the series. Phill does an amazing job of capturing a moment of surrealism.
While there are a few, stray building angles and shadows, you find that your eye forgives the minor details and instead focuses on the overall scene that is larger than life, with lights trailing off into infinity.
Um.. I entered this wall before, but took it out to re-do it, it's empty I know, but that is what i was going for, I wanted it to look a bit empty so that hitsugaya stands out.. i heard a few complaints about background composition, but really not sure what to do.. so suggestions are welcome!!
The idea is fine. It took me a while to understand what simple meant. But the problem is that this wall is TOO simple. Try experimenting with brushes and colors until it works for you. Also the picture you used of Hitsugaya is too small and a bit blurry. Try resizing and vectoring it.

Try to use some brushes and filters for the background … resize and vector Hitsugaya and then apply some light effects on it ..
I like the background and though it is very vast and "empty" I think the background would work better if you used a larger more high quality scan of Hitsugaya. Using a larger scan would then set of the cool and empty background while forcing us to look at Toshiro.
You may want to add some more brushes/designs to the background or add some text to the wall.

Maybe designs and text will do the trick.If text,then maybe you can describe what the feeling or the message you're trying to get across in the wallpaper.
But i still like if you'll add more design to sort of make hitsugaya stand out a bit.

If you care to make a nice and ideal one background for the character i think it will do
Hmm...the best way might be to vector the guy and make him really big, in the center of the wallpaper. Then think of a different, simple background that places emphasis on the funny feeling ^.^
