While there are a few, stray building angles and shadows, you find that your eye forgives the minor details and instead focuses on the overall scene that is larger than life, with lights trailing off into infinity.
I jst see some manga cutouts placed to a background with some PS effect in a greyish tone.
Hard to call this a wallpaper. Even the used pics aren't too usable for any further improvements.
I would just drop the project and choose something else.
