While there are a few, stray building angles and shadows, you find that your eye forgives the minor details and instead focuses on the overall scene that is larger than life, with lights trailing off into infinity.
Agreed with Brad. Clearly a screenshot. The quality setting is a good evidence for that.
But the scene is good, maybe vectored could look good. However screenshot vectoring is quite difficult due the low basic resolution.
And vector to 1024x768 has no meaning, 1600x1200 at least.
Agreed with what the others said. Vector the whole thing, add more details and add a description + a sig in the wallpaper, and it will looks really nice~
