This wallpaper captures the urban essence that proliferated the art of Ghost in the Shell in every incarnation of the series. Phill does an amazing job of capturing a moment of surrealism.
While there are a few, stray building angles and shadows, you find that your eye forgives the minor details and instead focuses on the overall scene that is larger than life, with lights trailing off into infinity.
I wasn't really gonna upload this piece at first, it was just something I threw together for fun with a recent re-vector I did from an old screen cap. However one of my friends made me complete it and oh well, here it is. Thanks to a recent hardware failure most of my screen shots, vectors, walls and reference arts where lost, luckily a few thingies survived, this was one of them.
I was just playing around but it turned out pretty decent. And I'm too tired to type anymore than this, so hit me with the comment-bat and maybe I'll wake up~

Sorry to say so, but this person is not even a bit like Rukia. (Well, I suppose this should be Rukia, right?) To be blunt, I've never ever seen this character in Bleach. Everything else is o.k., but this way you shouldn't put in the Bleach gallery. Change the chara and it'll be fine!

This wallpaper is perfect up until you notice, Rukia... isn't Rukia. Maybe she sat on a wall, had a great fall, then all the kings men tried to put her back together again...
I love the effects used here - you really did a great job - but I'm going to have to say what others before me have said: I don't recognize the character at all. If it's not Rukia, you might want to clear up the argument and say who it is. But since the zanpakuto and the bangs look like Rukia's... you may want to use a different vector of her, because frankly this one doesn't do justice to the rest of the wallpaper.
I'll spare you the broken record player like scenario of me saying it doesn't look like Rukia (When you haven't even said WHO it is at all) and skip to the part where I ask you if you could please post the screen shot you vectored in your description so I can give a proper critique.
I think what the main problem with this wall is that the focal point, the character doesn't seem to go with the background, she looks like they're floating. I think you should make some of those light ball sparkley things go OVER and around your character, so it looks like she is actually IN in the scene, and swirling in the energy of the attack.
The background looks great, by the way, so ignore the people who think the wall is bad just because the character doesn't look like or isn't "Rukia."
*cough* "Sleave" ought to be "sleeve", fyi. [/spelling nazi] Though the text doesn't go with the wall at all, so maybe you ought to remove it altogether.
It's obviously supposed to be Rukia, since that is both her sword, and the stance she goes into when she uses it's special attack (I'll spare myself the effort in trying to remember the name of either her sword, or her attack). That said, even though it's obviously supposed to be Rukia, it doesn't even look remotely like her, except for the hair color being the same, and the stance/sword being the same. It's a shame really, because the background is fine, and the characters body and sword are fine, but the face completely ruins this wallpaper.
On another note, sorry to hear about your hard drive failure. An HDD failure once wiped out most of my grainy old digital camera photos (in the days before backups were fiscally possible) so I know what a royal pain it is (especially since there was absolutely no way to recover them, or re-shoot the photos etc.). Anyway, good luck with your new HDD.
Finally something I can use! Too many duplicate and cheesy walls lately, nice to see something that presents a new angle of a popular character. I'm no expert but I like it and it will grace my desktop effective immediately!

Looks like the guy's in a snowy floating background that seems to be like a waterfall.

Well, I do agree with the others, I totally thought she's a he, lol.
Going back to the wall, everything looks fine to me.
