While there are a few, stray building angles and shadows, you find that your eye forgives the minor details and instead focuses on the overall scene that is larger than life, with lights trailing off into infinity.
I saw this scan of fuu in the Konoha group, and loved it, I wanted to make something really nice, and well this is what it came to, I really like the paper bg idea, ( don't know but I just think its pretty ).. so ya hope you like it?

The title is pretty cool, I liked that little play with the words.. "Fuu Fighters". ^^
Now, the scan you used is pretty low quality, it lacks the proper resolution, and you can see a lot of jaggyness in the borders, and it looks too blurry.. it seems like you resized up a small image. The text in the middle is kind of "off" too, specially the "FUU". Try playing with other fonts. The kanji text is also a bit too distracting, try to make it blend more with the background. Hi, this is a good job you made, i like the texture and the bg,
although - it might be better to remove the smaller letters in the middle part, i personally think that they don't fit to the bigger letters.
For the character it seems that she hasn't a connection to the bg ~ don't know how it looks when it's done, but giving her a pencil / paintbrush and/or a serious shadow maybe helps to give her a reason to be there (only an idea).
