This wallpaper captures the urban essence that proliferated the art of Ghost in the Shell in every incarnation of the series. Phill does an amazing job of capturing a moment of surrealism.
While there are a few, stray building angles and shadows, you find that your eye forgives the minor details and instead focuses on the overall scene that is larger than life, with lights trailing off into infinity.

The background was taken from a scene in the Anime. The resolution wasn't so good, so I had to blur it. The focus of the wallpaper is on Menagi though, so the effect works quite well.
The pink blossom was taken from the scan itself and dotted around the image a bit. Quite an easy-to-do effect.
The character is Menagi, my second favourite character in Air, first being Misuzu...

Outer glow on characters is generally not a good idea. It separates them too much from the background, and in a scenic you really want the character and background to feel as one single piece. Also, try smoothing out the extraction a little: an eraser with a soft edge will get rid of the jaggies pretty nicely. The background also could use some work. The problem with using screenshots is that they don't size up very well, unless you're willing to spend a lot of time re-cging it. I would try using a stock photograph of tree and sky, a photograph that's at least as large as your canvas, so you don't have any resizing artifacts, and painting over the photo to give it a more stylized anime feel.

I really like this wall ^_^ I especialy like the background, but the girl seems to stand out too much. And maybe the blossoms are a little too small. But, over all i think that this wall is good.
As Tama pointed out, the glow around the girl makes her stick out a bit too much ^^;; The background is rather blurred, which would be ok if there weren't such different clouds in the sky. The ones on the bottom right have a nice painted look, but the ones on the top left look rather odd and messy. Jaggies are a bit of a problem, but apart from that this is a pretty nice scenic wallpaper *^.~*

It could do with being saved at a higher quality setting, especially for such a large res. There's a lot of artifacting, and that always tends to ruin a wall.
Only other thing I'd say is that the bg and foreground seem a little disconnected - the bg is calm and peaceful and the trees aren't moving, but there's a heck of wind blowing in the foreground. Maybe try for a more windswept bg?
For me, also, the glow around the chara just doesn't work. It feels out of place somehow and I personally would remove it.
Wonderfully done. I love Menagi too!! ^_^ Beautiful stock, what else is there to say about such a stock. Air just has beautiful graphics in general. I like how you blurred the background even more, it does fit with what you are trying to portray and the stock pops out at you. Very nice job, thanks so much for sharing, looking forward to more from you. ^_^
Great, perfect, everything about this wallpaper is perfect including the atmosphere that emited from the wallie, this wallpaper is a really superb wallie
