love the light bubbly thingys floating around it really creates the atmosphere
and great job on teh bg the blur and glow is pretty
there are some minor color leaks at the hair
i wonder how the hair might look with more detail
but right now i think it's really fitting for the scene and art style

I think its clear from the thumbnail that theres some weird blurring going on in the bg -- i know thats your style but i think for this kind of wall it doesnt work too well, esp since i cant tell where those lights are coming from. the man or w.e is covered too much and it took me a while to get what he was, so could tone down the lights on that side
the vector is pretty nice and the colors are very miyazaki i think, i love the building in the bg, it fits very well
