Since this shows good potential, and you have no real critiques...

ok, you have a nice color pallet here, albeit a little too blue for dawn, but don't worry about that.

the character lighting is off. it'd be about perfect if you just flipped the bg, because the lighting shown on her is mid height left side, soft cast light. you have the lighter part of the sky on the wrong side for that.

she's a little flat to, since you have a tablet, go crazy with the lighting on her, and give more depth to her.

next issue, already mentioned, is that the bg is too blurry in spots, most especially where the water meets the cityscape.

it looks like you duplicated the city, inverted it, and put the water layer over that. i'm positive that's what you did. a better method would be to put the city layer on top then make it look reflected. you can use the the wave filter (found in distort), smudge tool, or liquify. i'd suggest using liquify, it's cleaner than smudge, and you have more control than wave.

then you should vector the cityscape. i think it's great that you painted it, and you did a great job painting it, but it doesn't fit the style of the wall the way it looks now.
