Err. It's a bit too much. Also if you're going to do it like that, at least change the BG and the typography.

Ok, just a few tips - 1. A lot of people like to use the rainbow colour for a background, this is a bit troublesome because you want people to focus on the characters in front of it and not the background - thats why its a lot more dramatic to use a neutral colour like black or white or just one gradient - for this piece I would suggest - the colour of the blue you used in the stripes (or even a grayer-blue) - see if you repeat that line pattern with the softer colour it will be much more!
2. Do you really need to mention the characters names? Bleach has a big fanbase and these characters are a fav of a lot of people - Id say remove the names because it makes your work tooo busy.
3. I actually like the font (the type of style you used) for your Bleach heading - Id suggest maybe trying out this one http://www.dafont.com/telegrafico.font, the font is free to download and I know that when you get a pc/mac that they dont always give you the greatest fonts - Id suggest that you make the Bleach heading white - trust me it will work.
4. Best piece of advice: DONT GET DISCOURAGED! You are on your way to becoming a wallpaper artist! Listen to what other people say, try it out and that way you learn.
