I think the exact opposite actually. The cloudy effect is nice, but it gets in the way of her hand, which is something you don't want. The focus on the wallpaper is the fact that she is extending her hand to you, and distorting that in any way will make the wallpaper lose some face value and credibility. Maybe if the clouds go underneath her, like say, having her stand on them, would work, because then you could enforce that fact that she is heavenly in nature, and that in taking her hand you could join her on "cloud 9", but blurring and fading the very focal point of the paper is something you should remove. A border along the bottom could work, but make sure the hand is purely visible, since both her and the hand are the things most visible, or at least first visited by the viewers eyes.

There seems to be a line of black pixels running the edge of the person. Did you do a proper extraction of the original vector? Also, please remove the text. It's distracting to me.
