Okay, to be honest, i had no idea it had anything to do with Elfen Lied =P cause i didn't read the anime title... gotta wonder why i thought the character looked familiar, but then again, i don't rate anything because of the anime~ Tho in terms of style it isn't elfen lied, but I love the background for one, its really well done ^^ props for you... i'd say overall there really isn't much you could do to improve it... except about the scan itself, i don't really like the some of the colors on her... for example the top she wearing, it inflicts with the background since the color is quite similiar, and thus it doesn't work with the pink outline either... but thats the only thing bothering me, i really love the rest of it, well done!
