Tessa from Full Metal Panic.
I saw her scan on Animepaper.net and decided I wanted to make a wallpaper out of that image. To be honest I didn't do much but fix the image with some filters. Then I went out to look for an image of a peony which attracted me, I knew I wanted flowers to match her, but I found something even better! And so I heavily filtered the flower and pratically saturized the whole image to get the colors to sharpen. Turned out more beautifully than I thought.
I didn't know how to place the fonts...tried many ways, and finally I decided on this...I also wanted to make a border, but then after doing so, it made the wallpaper look overly crowded and constricted. And ended up with this in the end.
The thing I like most of this image is her kimono and the background. I'm glad it all matched, right down to its color scheme!
