This is a resubmitting of this wallpaper, I hope you like it.
I used a scan by Akira-Kiriyama-Sabnak downloaded here in the Scans section.
I had to deal with the scan's blurriness. After separating Matsumoto from the background, I vectored her, and placed it on a different layer above the original one, then lowered the opacity. That helped sharpening and hardening the edges.
After several adjustments including levels, curves and saturation I had the scan where I want it to be.
The next step was to create a background that matches the color theme and the wallpaper "mood". I picked dark tones because Rangiku can stand out smoothly due to the lack of vivid colors.
A few flowers and leafs helped me balance the wallpaper and give it a more stylish approach. I also included the Bleach logo and painted blue.
I used Adobe Photoshop and Adobe Illustrator in this work. Many layers and blending modes were used too. Please comment!
