Wow I would love to be able to be a part of that, but I don't think my... uhm "talents" are wanted by them. I have absolutely no experience using an 2D or 3D animation program. I'm not THAT skilled with photoshop.
Only thing that I could do is helping with the writing progress, but I don't have much experience with that either. But I am pretty skilled with a pencil (I'm not trying to brag but I love drawing and the people around me say that I'm pretty good at it. When I have the image I need to draw it's not so very hard, but it's harder for me when I have to design the whole drawing myself. I lack inspiration sometimes...
So, although I really really wanna be a part of this, I think I have to let this once-in-a-lifetime-chance slip away from me... =(

No the character designing is WAAAAY of my league. I can draw characters, but designing them... =S
I just keep it as a hobby... and maybe... and I say maybe... in a few years... ;)
I don't really have any work to send in to take the job as story writer. Also they are trying to make a movie worth calling a Shinkai, and without a story that blows your mind, I think it's hard to achieve. So writing the main story is also of my league.
But can't I do something like commenting and/or viewing the progress and give tips and advice. I CAN be very critic and as an outsider I can look more objective at the results and progress.
I just keep it as a hobby... and maybe... and I say maybe... in a few years... ;)
