Start by sharpening your base (I did 60, but I like my icons really sharp).
Next, go to Filter>>Blur>> Selective Guassian blur (smart blur on Photoshop). Set your radius to 3 and your threshold to 25
Duplicate your base, set it to soft light, and desaturate it.
Flatten your image.
Next make a new layer and fill it with 85b1d2 and set it to grain extract at 50% opacity (it's not exactly the same but a hard light layer at 50% opacity filled with 85b1d2 should do in Photoshop).
Flatten your layers again.
Make a new layer, fill it with 525252 and set it to soft light at 50%.
Flatten.
Duplicate your base and set it to screen at 10%.
Take this texture

by FEEL and set it to soft light at 50%. Desaturate it.
Flatten your image.
Duplicate your base and go to filter>>blur>>guassian blur. Set the horizontal and vertical radius to 8 (just 8 on Photoshop). Set the layer to darken at 10%.
Flatten for the last time.
Sharpen it by 10.
Go to Layers>>Colors>>Color Balance.
Set all of the values in Midtones, Highlights, and Shadows to -10 and make sure preserve luminosity is checked.
Next, go to Layers>> Color>> Hue/Saturation and raise your saturation by 70.

And you're [finally] done.
